How do I sync the time between the CardAccess 3000 Host and the Salient Server?

Answer:
1) There is a button in Camera configuration page to Synchronize PC time to DVR Servers.   2) Also, can use CICTimeSync.exe file in tools folder to Synchronize PC time with Global Time synch servers, like in CA3000  

What can cause a Salient Client not to connect to the Salient server?

The username(s) must be set up on the Salient Client that match the username(s) on the Salient Server.
